The ORCEA, a non-profit organization, has worked since the mid 2001. It is supervised and directed by the Kilimanjaro Centre for Community Ophthalmology (KCCO). It was established to help develop and support the VISION 2020 programme and to provide the eye care providers in the eastern Africa region with the relevant information on community eye health. ORCEA provides both local and distance service for eye care workers in Eastern Africa.
ORCEA Local Services

Monday - Friday. We do not open on Saturdays.
Distance Users' Services As a regional center the ORCEA strives to provide service outside of its physical boundaries in Moshi and outside Tanzania to the whole of eastern Africa. Whenever possible we will offer materials by email or post. All services are freely available upon request. Specific programmes available now include:
- Electronic VISION 2020 national plans:
electronic copies of the plans for Ethiopia and Uganda are available on request.
- Community Eye Health Journal (Tanzanian
Edition): a quarterly newsletter, produced by the International Centre for Eye Health (ICEH) in London. It is distributed within Tanzania by post from the ORCEA and includes inserts on current issues relevant to the development of the Tanzania VISION 2020 Plan
