The ORCEA recognizes that the Internet is an evolving information and reference tool, although it has not yet reached the level of other more mature and reliable resources. Regardless of that fact, the Internet can help meet some users' research needs as well as provide valuable experience with electronic information retrieval. Assistance with the use of the Internet is intended to support the research, instructional, and information needs of students, faculty, staff, and the others in order to facilitate the intellectual growth and lifelong learning needs of all users. Our computer services are confined to the Internet searching for the academic purposes i.e. to access to the Internet for searching current literature and web based information.
1. LOCAL USE OF ORCEA
Checking out of materials
- Users must register as regular members during the first visit.
- Materials in single copies will be read at the centre and may be borrowed over the weekend
or overnight. See Mr. Makoye Pastory for details
Loan periods
- Circulating books: 7 days for those in multiple copies, and overnight or over the weekend
for those in single copies.
- Audio-visual materials: Varies, many are 7 days. Some are for use within the ORCEA.
- Journals: 7 days.
- Newsletters: Non-circulating
Renewals, Fines, Bookings & Holds Renewals of loans are permitted unless a hold on the book for another user has been made. An item may be renewed for many times if another person does not require it. Students in person at the desk may do renewals, if a hold has been placed on the item, or it is already overdue, the renewal will be rejected. This also works for faculty members. Fines will be charged to all users, regardless of status, for any items which is returned after the due date stamped on the item, and which has not been renewed. If a renewal is made after the due date, a fine will be charged for the period of time between the due date and the date the item is renewed. Fines will be charged per day or per hour, according to the category of loan.
Users for any item may make bookings in person to the coordinator. Only items coded for overnight or in-resource centre use can be booked for a specified date in this way. Please ask the ORCEA Coordinator for help in doing bookings for the first time. Holds may be placed on items that are out on loan to other users. On its return, any item for which a hold has been made will be kept for the user who placed the hold, for a short period of time. It is the responsibility of the user, who places a hold, to check to see when the item becomes available.
2. INTERNET USE
- Internet is only for study or work and not otherwise.
- Remember not to leave electronic files on ORCEA desktops.
- Downloaded materials from the website should be saved in a floppy diskette.
The following is the priority for use;
- Eye Department faculty
- Mmed (Ophthalmology) students.
- AMO- (Ophthalmology) students.
- Others.
Adherence to other Policies and Procedures The use of the ORCEA’s network to access the Internet shall be consistent with the mission, goals, policies, procedures, and priorities of Ophthalmic Resource Centre for Eastern Africa. Successful participation in the use of the Internet requires that its users regard it as a shared resource and that they conduct themselves in a responsible, ethical, and legal manner while using the network. Any use of ORCEA Internet computers for illegal, inappropriate, or obscene purposes, or in support of such activities, is prohibited.The ORCEA recognizes that defining immoral or unethical uses of the Internet is highly subjective. The ORCEA also recognizes that students may access sites as listed below in pursuit of academic projects. Examples of illegal, immoral, or unethical uses of the college Internet computers include, but are not limited to:
- Deliberately using or accessing profanity or obscenity.
- Using inflammatory or derogatory language.
- Libeling or slandering remarks.
- Any actions that can be interpreted as sexual harassment
- Any actions of malicious intent.
- Reposting personal communications without the author's consent.
- Other actions that are not in accordance with The Code of Ethics and Principles of
Professional Conduct
Unacceptable use includes
- Wastefully using finite network resources including consuming large amounts of bandwidth
for prolonged
- periods of time (i.e. game-playing from any Internet site)
- Displaying images, sounds, or text containing nudity, obscenity, or graphic violence.
- Commercial, political, or private business excluding scholarly pursuits.
- Downloading any programs or files to the hard-drive.
- Knowingly downloading or uploading a virus.
